Marvel was expanding series in 1968 by split shared titles and adding New Ones. This is likely a Panther tryout that failed and Panther joined Avengers instead. Another tryout by Giacola as likely published as Avengers #73 - 1970 - when Marvel was also expanding titles. The top of the page has "Black Panther" written at top. The art page has the 1968 border hole punches and a few editorial notes at the bottom - "weapons not image. enuf"
