Hairy Arms is a gang leader who served the Axis Powers, and when his gang found out about that, they defied him and sought help from Eel O'Brien; Plastic Man follows up with fellow officer Plotz, then learns that Arms has kidnapped a boy and is manufacturing an army of robots.

Featuring Plas in the featured panel - His 9th appearance! The earliest surviving Plastic Man cover known to exist. Plastic Man is the original stretchy superhero with a power later followed by Mr. Fantastic and Elongated Man.
